On behalf of the Ministry of Oil and Gas of the Republic of Kazakhstan, I would like to welcome the exhibitors and visitors of KIOGE 2010, the 18th Kazakhstan International Oil and Gas Exhibition and Conference.

Kazakhstan’s strong growth rate and the increasing interest of partners and investors in the region are contributing to the extension of joint projects, with more new companies, technologies and services capturing the local market.

As a showcase for innovative achievements in the oil and gas industry, domestic and international representatives of this sector take part in KIOGE.

The issues raised at this annual forum provide a comprehensive overview of the current achievements and potential of the oil and gas industry in Kazakhstan, and contribute to the wider sharing of experiences relating to the introduction of advanced technologies between international and local companies.

KIOGE has turned into an important hub to exchange information, expertise and achievements in the oil and gas sector, and enhance business contacts and cooperation, which has a positive effect on improving the investment environment in the Republic of Kazakhstan.

From the very beginning, KazMunaiGas Group has taken part and provided official support for KIOGE Exhibition and Conference, and realised its responsibility for development of the oil and gas industry, application of advanced technologies, adoption of modern business standards, transparency of the industry, and the overall economic recovery.

I would like to take this opportunity to invite you, on behalf of the Kazakhstan Association of Oil and Gas and Power Industry Organisations (KazEnergy), to take part in KIOGE 2010, the 18th Kazakhstan International Oil and Gas Exhibition and Conference.

The stable and balanced development of Kazakhstan’s oil and gas and energy sector is a key priority for us all. A special role in this is played by supporting and activating industry dialogue; strengthening practical cooperation between market participants, investors and the government; and finding new solutions and forms of cooperation.

That is why two major industry platforms in Kazakhstan, which make a significant contribution to the progress of the domestic power and oil and gas industry – the KazEnergy Eurasian Energy Forum, organised by the KazEnergy Association, and KIOGE – have gained wide recognition and authority.

The KazEnergy Eurasian Energy Forum is traditionally perceived as a centre for industry dialogue aimed at the discussion of global and industry-wide events, issues and processes in the oil and gas and power industry.

Special emphasis is placed on geopolitics; international energy relations; global energy security; political, environmental and social aspects of industry development; innovations; and investment cooperation. This year, the forum’s participants include: Prime Minister Karim Massimov of the Republic of Kazakhstan; former Australian Prime Minister John Howard; Randall Gossen, President of the World Petroleum Council; the Secretary General of the World Energy Council; Leonid Bokhanovsky, Secretary General of the Gas Exporting Countries Forum; and others.

KIOGE, the well-known international exhibition and conference, provides an opportunity to demonstrate technical successes in the industry within the largest exhibition in the region; discuss specialised topics; and expand practical business contacts between Kazakhstani and international oil companies. For the members and partners of the KazEnergy Association, KIOGE is both a familiar and popular platform for demonstrating new technologies, materials, equipment and services, and for information sharing and professional communication.

I am confident that our events have already begun to compliment each other, attracting huge interest from both domestic and international participants. In October of this year, KIOGE and the 5th KazEnergy Eurasian Energy Forum will take place one after another, which will create a complete picture of the development of the industry, demonstrate its achievements, and establish conditions for the complementary and effective exchange of views.

I look forward to further cooperation between the KazEnergy Association and ITECA for the steady progress of Kazakhstan’s oil and gas and power industry.

I am delighted to welcome the exhibitors, conference participants and guests to KIOGE 2010, organised by the UK’s ITE Group in concert with its Kazakhstani partner, ITECA.

The exhibition and conference are major events for the energy industry and Kazakhstan and I very much look forward to being involved for the first time since being appointed as British Ambassador at the end of last year. It is an exciting time to live and work in Kazakhstan as the economy recovers from the global financial crisis, well-supported by the energy sector. Growth rates look promising for 2010, and there are good prospects for future years. This economic resurgence has coincided with Kazakhstan’s achievement in becoming the first Central-Asian country to chair the OSCE.

With Kashagan and other major projects due to come on stream in the next few years, there is reason for optimism about the future for the country’s oil & gas sector and foreign investment and trade opportunities. This future does not come without challenges. As Kazakhstan produces more oil for export secure and reliable supply routes will be increasingly important.

The Kazakh government’s commitment to using new and improving technologies to help drive industrial expansion will offer many opportunities for innovative companies. Foreign companies and joint partnerships will increasingly need to develop business models and strategies where technologies can be transferred and contribute to raising local workforce skill levels.

The UK has a real advantage here, with our wealth of innovative enterprises across many sectors. UK companies have a strong record in supporting the development of Kazakhstan’s oil & gas production capacity, whether through formal skills development activities, boosting local content through British / Kazakhstani business partnerships and corporate social projects.

Kazakhstan remains an important trade and investment partner for Britain. Our strong participation at the exhibition and conference is evidence of this. I am sure that the formal sessions and the many informal networking meetings will provide valuable opportunities to discuss the opportunities and challenges of Kazakhstan’s energy sector. I am delighted that the Energy Industry Council trade association is leading the visit of a delegation of British oil & gas companies to KIOGE 2010. They are extremely well placed to make valuable contributions to these discussions and identify new business partnership opportunities in Kazakhstan.

Welcome letter to KIOGE 2010 participants

It is a great pleasure for me to welcome all exhibitors, conference participants and guests to the 18th Kazakhstan International Oil&Gas Exhibition and Conference KIOGE 2010.

The relationship between Kazakhstan and the European Union in the energy field is of great importance to both sides. There is a common interest in diversifying transport routes, demand and supply structures and energy sources. The Memorandum of Understanding on Energy signed in 2006 provides a good platform for Kazakhstan's and Europe's closer cooperation in the field of energy.

The EU is the main trading partner of Kazakhstan. Last year, more than 48 % of all Kazakhstani exports went to the EU, hydrocarbons being the main part of them. For its part, the European Union is one of the world's largest interconnected and integrated energy markets. Moreover, the European energy market is a reliable consumer market with attractive netback prices and important growth for the future. Recently the European Commission has allocated 4 billion euros as an Economic Recovery Package for 43 major energy projects, which will significantly contribute to creating a more integrated energy network in the EU.

Kazakhstan and the EU are continually expanding their cooperation at a business level. European companies are amongst the world's most dynamic ones and have large investment capacities and technological experience that can also benefit Kazakhstan's energy sector. To that effect, it is also very important that Kazakhstan maintains a stable and transparent regulatory framework and a sound investment climate.

Mutual EU-Kazakhstan energy cooperation continues in a number of specific concrete projects. We have ongoing projects on enhancing environmental protection measures in the oil and gas industries, contributing to improvement of legislative and regulatory frameworks and promoting environmentally friendly and safe oil and gas operations. A number of actions were implemented in the gas industry aiming at reducing gas losses and harmonizing standards. The energy cooperation will be deepened in such areas as energy efficiency, renewable energy as well as development of energy infrastructure in the nearest future. The recent possibility for the European Investment Bank (EIB) to finance projects in Kazakhstan provides another strong impetus to our cooperation in energy field.

Although a lot has been achieved thanks to the EU's and Kazakhstan's constructive dialogue and common work, there is more to be done. I believe that the KIOGE 2010 exhibition and the conference will serve as one of the platforms to deepen the EU-Kazakhstan dialogue in the energy field.

I wish the organizers and all participants a very successful KIOGE 2010 and a pleasant stay in Almaty.

Dear KIOGE Participants.

On behalf of the Embassy of France to Kazakhstan, I would like to wish a warm welcome to all participants, exhibitors and organizers of KIOGE 2010 Oil and Gas Exhibition and Conference. Over the years, Kazakhstan has emerged as a key player in the oil and gas sector and KIOGE has acquired a prominent position as the main regional event in that sector.

French companies have earned a deserved recognition for their ability to tackle the daunting challenges of advanced offshore drilling and refining. They are ever more present in Kazakhstan, actively contributing to the development of the energy sector by providing investments, advanced technologies and know-how.

Since the official visit in Kazakhstan of President Nicolas Sarkozy in October 2009, which confirmed the rising interest of French companies in the economic development of Kazakhstan as well as in the cooperation between our countries, leading companies like Total, GDF-SUEZ and Spie-Capag have reached strategic agreements in this sector. The visit of President Nursultan Nazarbayev of France in October 2010 will certainly mark a further step in our cooperation with Kazakhstan in the oil and gas sector.

In 2010, UBIFRANCE, the French governmental Agency in charge of international trade promotion will be present at KIOGE for the sixth consecutive year and exhibit along with several strong and dedicated companies.

It is a sincere pleasure for me to size this opportunity to express to the participants to KIOGE 2010 my best wishes and sincere welcome to this event, which has become a landmark for the business community as well as the international investors in this specific sector.

Since my arrival in Kazakhstan as new Italian Ambassador, almost four years ago, I had opportunity to appreciate the role played by the companies active in the energy-related in order to foster the development of the entire Kazakh economy. The increasing success of KIOGE all along these years is a proof in itself of the importance of Oil & Gas sector, but also of the efficient organization and the good results all participants had enjoyed in the previous years.

One year has passed since the last time I could participate and appreciate the huge and fascinating exhibit hosted by KIOGE. In these twelve months many events have attracted the attention the world business community on this country and on its mineral riches. No need to remind the reader the extent of the Italian involvement in the Kazakh energy sector and how, since the very early years of independence of Kazakhstan Italian companies have decided to come and invest in this country. That is why it is a reason of pride as well as of economic interest for us to maintain high our presence in such a friendly and promising country. These bonds are still strong and reciprocally useful for both countries, as the large number of Italian companies present here is testifying.

The KIOGE conference and exhibition is a highly valued meeting place for representatives from the petroleum industry and governments from many parts of the world. Such meeting places are more important than ever as energy becomes increasingly important in international relations.

As petroleum producing countries Norway and Kazakhstan are facing many of the same challenges. Norway has been one of the world’s major producers of oil and gas for quite some time. We appreciate the important role Kazakhstan plays in ensuring global energy security. Kazakhstan is a major non-OPEC supplier of oil and gas to world markets, and will continue to grow in significance in the coming years.

In order to transport Kazakhstan's increased crude output to world markets, the United States strongly believes that a diverse mix of new and expanded transport routes will be required, including the expansion of the Caspian Pipeline Consortium (CPC) pipeline and the development of the Kazakhstan-Caspian Transportation System (KCTS). The U.S. Trade and Development Agency has provided grants for feasibility studies and technical expertise to the Kazakhstani stakeholders of KCTS, and intends to continue its technical assistance to ensure that KCTS provides a reliable alternative export route to evacuate increased volumes of crude expected from Kashagan, Tengiz, Karachaganak, and other offshore and onshore fields.

For many years, Kazakhstan has demonstrated its commitment to developing a favorable investment climate and honoring the sanctity of contracts. Contract sanctity has been a key to providing foreign investors, including U.S. companies, with the confidence to invest in Kazakhstan. This has enabled the creation of new jobs, expansion of manufacturing, technology transfer, development of human capital, as well as significant revenues for the government.

We are convinced that Kazakhstan will continue to be an attractive destination for U.S. and other foreign investors.
