Along the years since it returned to independence, Kazakhstan has emerged as a promising player in the realm of oil and gas. KIOGE, allegedly the largest exhibition and most influential technical conference in the region, continues to move forward with ever strengthening determination. Its 17th annual venue will undoubtedly confirm this attractiveness despite the crisis and give the opportunity to the participants to follow-up their contacts with this market.
French companies have acquired a deserved recognition for their ability to tackle the daunting challenges of advanced offshore drilling and hydrocarbons refining.
They are ever more present in Kazakhstan. TOTAL, ranking fourth among the major energy companies, is poised to hold the chairmanship of the holding of North Caspian Operating Company, managing the giant Kashagan oil field. GAZ DE FRANCE, a main supplier of gas in France, is also participating for the fifth time thus demonstrating its strong commitment towards Kazakhstan. Along with these flag bearers 15 others French firms are exhibiting, mostly newcomers, thus demonstrating their growing interest in the Kazakh economic environment and potential. In today's measurement, the Republic of Kazakhstan is one of the closest partners and allies of the Russian Federation whereas the current financial crisis dictates the need for further integration and growth of the diverse co-operation between Russia and Kazakhstan to jointly overcome its negative consequences. Our relations in the oil and gas sphere bear an exceptionally equal mutually beneficial nature and have all the prerequisites for increased welfare and prosperity of the two fraternal peoples.
The potential industrial capacities of Russia can to the full extent satisfy the needs of the most exacting partners in Kazakhstan. Russian enterprises manufacture the entire range of oil and gas equipment, which offers unlimited possibilities for expansion of oil and gas co-operation and contributes to making new long-term contracts. It is quite pleasing that the special feature of the similar last year’s event turned to be the noticeably increased presence of Russian exhibitors that engaged about a quarter of all the exhibition display area.
The there is no doubt that the constantly growing number of KIOGE exhibitors is indicative of the growing influence of Kazakhstan on the world oil and gas markets. I am confident that the regular holding of this event contributes to strengthening Kazakhstan’s status of a major petroleum player in the world arena.

Welcome letter to KIOGE 2009 participants
I would like to wish a warm welcome to all exhibitors, cooperation participants and guests to this year’s KIOGE event. Energy security and energy cooperation are priorities for the European Union. The EU has taken significant steps towards an integrated climate and energy policy, seeking to balance competitiveness, security of supply and sustainable development. After adopting its 20-20-20 targets in 2007, the European Council endorsed the EU’s second Strategic Energy Review in March this year, which promotes a long-term vision and provides new impetus for energy efficiency and energy in international relations.
Kazakhstan has been a key in this respect, hosting a 2006 Energy Summit in Astana, and actively participating in the flagship INOGATE programme and in high level energy security related meetings over the last year. The EU Strategy for Central Asia acknowledges the importance of energy cooperation between the EU and Central Asia and offers a platform for enhanced regular energy dialogue with Central Asian states.
We share many of the same objectives, and industry plays a key role in the achievement of these goals. Through EU based companies, the EU is the first foreign direct investor in Kazakhstan as well as its first trade partner. Trade and investment in the oil and gas sector are a tangible and mutually beneficial form of partnership that contribute to the constant expansion and improvement of our bilateral cooperation. The active participation of EU actors in the 2009 KIOGE exhibition and conference is another illustration of the enduring ties between the European Union and Kazakhstan, and a significant platform for the further development of our relations.

Dear participants and visitors at KIOGE 2009,
I’m pleased and honoured, as Norway’s first resident ambassador to Kazakhstan, to join in welcoming you to this great event. KIOGE, with its conference and exhibition is a great place for representatives from the petroleum industry and governments from many parts of the world to meet and discuss issues of common interest.
In a world globally effected by an economical and financial crisis, events like these, where major participants in the world economy get together, are more important than ever as all aspects of economy are dependent on energy in one form or another. Norway has long realised the importance of KIOGE and have steadily participated at the event through the years. Norwegian companies have signed major contracts in Kazakhstan and we hope that more contracts will soon follow.
As a fellow petroleum producing country we share some of the same challenges as the Republic of Kazakhstan. Since Norway entered the world stage of oil and gas several decades ago, we have become a big player, producing a big share of the energy needed in Europe. Experienced Norwegian companies are present here at KIOGE and I hope that they will find common ground and opportunities with Kazakh counterparts that will be mutually beneficial. Kazakhstan has made impressive progress in a short time as a sovereign country; much of that progress can be witnessed here at this convention.

KIOGE 2009 Welcome Note for Exhibition Catalogue
I am delighted to welcome you on the opening of KIOGE 2009! Canada and Kazakhstan possess tremendous hydrocarbon potential, and each relies on the petroleum industry to diversify, develop and grow national wealth. The unforeseen drop in petroleum prices in 2008 has resulted in considerable pressures on the economies of both countries. In responding to the global financial crisis, the government of Kazakhstan has used savings from its hydrocarbon earnings, in the form of a stability fund, which has in no small part helped to mitigate the effects of global recession and its impact on the lives of Kazakhstani citizens.
Canada and Kazakhstan understand the importance of attracting investment in the energy sector. Through the ongoing development of its regulatory framework, Kazakhstan is well on track to becoming a global player in the industry. In Canada’s experience, the levels of investment and growth in the petroleum industry would not have been possible without solid, long-term cooperation between national and foreign partners and federal and provincial governments in the development of a legal and regulatory framework that has created a business climate respectful of broader public and national interests, but at the same time attractive to investment and conducive to innovation.
Despite the distance between our two countries, it is the similarities that have brought us closer together, and Kazakhstan’s major oil fields possess technical and environmental challenges similar to those encountered in Canada. In the areas of extreme climate conditions, as experienced in the North Caspian, and the effective management of sulphur, which will take on even greater importance once the massive Kashagan field comes on line, Canada has much experience and expertise to offer, and looks forward to building new synergies with Kazakh partners. Canada’s participation in KIOGE 2009 reflects the continued interest and presence of Canadian oil and gas companies in Kazakhstan, whether it be in exploration, drilling, production, transportation or logistics. The tremendous opportunities in the petroleum industry in Kazakhstan mean that companies cannot overlook this market in their global business strategies; and it is through such important events as KIOGE that participants can learn of new opportunities, meet new business contacts and forge new partnerships for the further development of Kazakhstan’s vitally important oil and gas sector.

I am delighted to welcome the exhibitors, conference participants and guests to the premier oil and gas event in Kazakhstan, KIOGE 2009, organised by the UK’s ITE Group in concert with its Kazakhstani partner, ITECA. It is very pleasing that this year’s KIOGE will include a keynote conference speech by the UK’s Minister for Higher Education, David Lammy, who will talk about UK support for skills development in Kazakhstan’s oil and gas industry.
The turbulence in the global financial markets and increasing cost of credit has been keenly felt in Kazakhstan as elsewhere, as has the low oil price. Economic growth rates over the coming years may not reach the levels seen at the beginning of the decade, but Kazakhstan remains an important trade and investment partner for Britain. Nowhere is this more clearly demonstrated than in the oil and gas sector. Many UK companies, large and small, are already heavily engaged here. More than 100 firms are currently actively present in the market, most working with Kazakhstani partners. The steady stream of new British companies seeking to develop their interests here has not diminished during the recent difficult months. We know this because the flow of new enquiries to the Embassy’s commercial team remains strong. These British companies bring strong international oil & gas expertise, and in many cases often long experience of offshore exploration and production.
British companies in the oil and gas sector have been very positive in engaging with the desire of the Kazakhstan authorities to boost the skills of Kazakhstan’s oil and gas industry, as well as supporting local content through the development of their partnerships with Kazakhstani companies.
The UK is committed to helping the training and development of a local skilled workforce in line with the objectives of the Kazakhstan government. Our outstanding education and training capability for the oil and gas sector is well recognised and this expertise is deployed in every major oil and gas-producing region of the world. UK universities, institutes and training companies offer a broad range of courses which can be adapted, as needed, to meet the specific needs of national and international operators, service companies, government and non-government organisations.
Over the last year our co-operation in the field of vocational education and skills development has intensified; Invensys, New Leaders, the Knowledge Alliance, TTE, Getenergy and Promethean are just some of the UK companies already committed and engaged. In addition to the many individual companies working in Kazakhstan we continue with broad-based dialogue with the Kazakh authorities, especially under the Memorandum of Understanding with the Ministry of Education and Science covering co-operation in the future development of Kazakhstan’s vocational education system.
Also in July in Astana the ‘Kazakhstan - Britain Trade & Industry Council’, the high-level business advisory panel met for the 13th time. Discussions were led by the joint chairmen of the meeting, HE Asset Issekeshev, the Minister of Industry and Trade and Industry and the Right Honourable Ian Luder, the Lord Mayor of the City of London, who was visiting Kazakhstan with a delegation of senior business people from the UK financial and business services sector. The Council, re-confirmed skills development in the oil and gas sector as a priority for co-operative action as well as in further development of the infrastructure in those regions which support the oil and gas sector.
I am delighted that the UK presence at this year’s exhibition, my final KIOGE as Ambassador to Kazakhstan, is equally as strong as in previous years. The main UK pavilion will include 14 British exhibitors. More details can be found in the brochure “A Guide To The UK Group”, available at registration points. The group is organised by the Energy Industries Council, who will be represented by Laura Tavernor and Terry Willis. I hope that all visitors to the event will take the opportunity to visit our pavilion but also meet too with those many UK companies that exhibit independently.

I am pleased to know that the17th Kazakhstan International Oil and Gas Exhibitor & Conference KIOGE 2009 will take place in Almaty from 6-9 October, 2009. Over the last 17 momentous years of the development and growth of Kazakhstan, KIOGE has also significantly expanded its reach and importance. I am happy to note that several leading Indian companies regularly participate in the KIOGE.
Relations between India and Kazakhstan have grown immensely and rapidly over the last few years. The most significant landmark event in recent times in the bilateral context is the visit of President Nazarbayev to India in January, 2009 as the Chief Guest at India’s 60th Republic Day celebrations. This invitation was testimony to the enormous respect and warmth that the people of India have for President Nazarbayev and for the people of Kazakhstan. Several path-breaking Agreements including in the areas of oil and gas, nuclear energy, space cooperation, extradition and Kazakhstan’s membership of WTO were signed during the visit.
The ONGC Videsh Limited and KazMunaiGas signed an MOU for development of the Satpayev Oil Block in the Caspian Sea. President Nazarbayev during his visit also invited Indian companies to collaborate with Kazakhstan companies in construction of the petrochemical complex in Karabatan near Atyrau. Premier Indian companies like GAIL, ONGC and IOC are in touch with Kazakhstan companies in this regard. India has also offered to set up a gas-based fertilizer plant in conjunction with the petrochemical project.
I would like to congratulate ITE Group Plc, ITECA and other members of the KIOGE Organizing Committee on this significant event in the economic calendar of Kazakhstan. I greatly appreciate the excellent work of ITECA for its professionalism, dynamism and competence in organizing this major exhibition.

I really hope that just like me you are all looking very much forward to the 17th KIOGE exhibition and conference in Almaty. Having just arrived in Kazakhstan, KIOGE offers me a unique opportunity to get to know the business community working in the oil and gas industries in Kazakhstan, and the opportunity to get more acquainted with the unique chances in the field of energy that Kazakhstan is offering to the world.
The Netherlands has a long tradition of drilling oil- and gas all over the world, and they are usually there, where the fields are technically complicated to exploit. A growing number of Dutchmen is active in Kazakhstan. Dutch companies have always participated in KIOGE, and you will find many of them at the Holland pavilion.
This year the KIOGE will be honoured by the attendance of HE Mrs Maria van der Hoeven, our Minister for Economic Affairs and Energy. She is visiting Kazakhstan to get a first hand impression of all the developments in this booming country, and to make herself more familiar with the business climate in this “Eurasian”-country. Emphasis will be put on questions of durable and sustainable energy, a field in which the Government and President of Kazakhstan put great interest, and where Dutch companies are widely seen as world leaders.
Kazakhstan made the choice, economically and politically, for a high international profile, in line with its developments over the last couple of years. It works hard for a strong image as a tolerant and open society, where people that are prepared to study and work hard, will have a good living. The Netherlands supports Kazakhstan in these brave ambitions and cooperates in many fields. The upcoming Kazakh 2010 chairmanship of the Organisation for Cooperation and Security in Europe, offers a fresh opportunity to further deepening our ties.
Most important however in the relations between countries are the direct people to people contacts. I am sure that KIOGE will offer the venue that will encourage this. I strongly recommend all participants to visit the Dutch companies and meet with my fellow country men. I promise you it will be rewarding. We Dutch are straightforward, to the point, hands on, and have a no nonsense approach. We like to work with the Kazakh business-community, and we are sure that our expertise and skills are complementary to those of Kazakhstan. Together we can make a great effort to better meet the energy demands of a growing world population.

Along the years since it returned to independence, Kazakhstan has emerged as a promising player in the realm of oil and gas. KIOGE, allegedly the largest exhibition and most influential technical conference in the region, continues to move forward with ever strengthening determination. Its 17th annual venue will undoubtedly confirm this attractiveness despite the crisis and give the opportunity to the participants to follow-up their contacts with this market.
French companies have acquired a deserved recognition for their ability to tackle the daunting challenges of advanced offshore drilling and hydrocarbons refining.
They are ever more present in Kazakhstan. TOTAL, ranking fourth among the major energy companies, is poised to hold the chairmanship of the holding of North Caspian Operating Company, managing the giant Kashagan oil field. I have the honour of extending a cordial greeting to all the exhibitors and guests of the 17th Kazakhstan International Oil & Gas Exhibition and Conference KIOGE 2009, which is a bright event in the international life and a unique venue for exchange of ideas and advanced technologies in the field of production, treatment, and transport of hydrocarbons.
In today's measurement, the Republic of Kazakhstan is one of the closest partners and allies of the Russian Federation whereas the current financial crisis dictates the need for further integration and growth of the diverse co-operation between Russia and Kazakhstan to jointly overcome its negative consequences. Our relations in the oil and gas sphere bear an exceptionally equal mutually beneficial nature and have all the prerequisites for increased welfare and prosperity of the two fraternal peoples.
The potential industrial capacities of Russia can to the full extent satisfy the needs of the most exacting partners in Kazakhstan. Russian enterprises manufacture the entire range of oil and gas equipment, which offers unlimited possibilities for expansion of oil and gas co-operation and contributes to making new long-term contracts. It is quite pleasing that the special feature of the similar last year’s event turned to be the noticeably increased presence of Russian exhibitors that engaged about a quarter of all the exhibition display area.
The there is no doubt that the constantly growing number of KIOGE exhibitors is indicative of the growing influence of Kazakhstan on the world oil and gas markets. I am confident that the regular holding of this event contributes to strengthening Kazakhstan’s status of a major petroleum player in the world arena.

Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Republic of Kazakhstan
I would like to wish a warm welcome to all exhibitors, cooperation participants and guests to this year’s KIOGE event. Energy security and energy cooperation are priorities for the European Union. The EU has taken significant steps towards an integrated climate and energy policy, seeking to balance competitiveness, security of supply and sustainable development. After adopting its 20-20-20 targets in 2007, the European Council endorsed the EU’s second Strategic Energy Review in March this year, which promotes a long-term vision and provides new impetus for energy efficiency and energy in international relations.
Kazakhstan has been a key in this respect, hosting a 2006 Energy Summit in Astana, and actively participating in the flagship INOGATE programme and in high level energy security related meetings over the last year. The EU Strategy for Central Asia acknowledges the importance of energy cooperation between the EU and Central Asia and offers a platform for enhanced regular energy dialogue with Central Asian states.
We share many of the same objectives, and industry plays a key role in the achievement of these goals. Through EU based companies, the EU is the first foreign direct investor in Kazakhstan as well as its first trade partner. Trade and investment in the oil and gas sector are a tangible and mutually beneficial form of partnership that contribute to the constant expansion and improvement of our bilateral cooperation. The active participation of EU actors in the 2009 KIOGE exhibition and conference is another illustration of the enduring ties between the European Union and Kazakhstan, and a significant platform for the further development of our relations.

I’m pleased and honoured, as Norway’s first resident ambassador to Kazakhstan, to join in welcoming you to this great event. KIOGE, with its conference and exhibition is a great place for representatives from the petroleum industry and governments from many parts of the world to meet and discuss issues of common interest.
In a world globally effected by an economical and financial crisis, events like these, where major participants in the world economy get together, are more important than ever as all aspects of economy are dependent on energy in one form or another. Norway has long realised the importance of KIOGE and have steadily participated at the event through the years. Norwegian companies have signed major contracts in Kazakhstan and we hope that more contracts will soon follow.
As a fellow petroleum producing country we share some of the same challenges as the Republic of Kazakhstan. Since Norway entered the world stage of oil and gas several decades ago, we have become a big player, producing a big share of the energy needed in Europe. Experienced Norwegian companies are present here at KIOGE and I hope that they will find common ground and opportunities with Kazakh counterparts that will be mutually beneficial. Kazakhstan has made impressive progress in a short time as a sovereign country; much of that progress can be witnessed here at this convention.

I am delighted to welcome you on the opening of KIOGE 2009! Canada and Kazakhstan possess tremendous hydrocarbon potential, and each relies on the petroleum industry to diversify, develop and grow national wealth. The unforeseen drop in petroleum prices in 2008 has resulted in considerable pressures on the economies of both countries. In responding to the global financial crisis, the government of Kazakhstan has used savings from its hydrocarbon earnings, in the form of a stability fund, which has in no small part helped to mitigate the effects of global recession and its impact on the lives of Kazakhstani citizens.
Canada and Kazakhstan understand the importance of attracting investment in the energy sector. Through the ongoing development of its regulatory framework, Kazakhstan is well on track to becoming a global player in the industry. In Canada’s experience, the levels of investment and growth in the petroleum industry would not have been possible without solid, long-term cooperation between national and foreign partners and federal and provincial governments in the development of a legal and regulatory framework that has created a business climate respectful of broader public and national interests, but at the same time attractive to investment and conducive to innovation.
Despite the distance between our two countries, it is the similarities that have brought us closer together, and Kazakhstan’s major oil fields possess technical and environmental challenges similar to those encountered in Canada. In the areas of extreme climate conditions, as experienced in the North Caspian, and the effective management of sulphur, which will take on even greater importance once the massive Kashagan field comes on line, Canada has much experience and expertise to offer, and looks forward to building new synergies with Kazakh partners. Canada’s participation in KIOGE 2009 reflects the continued interest and presence of Canadian oil and gas companies in Kazakhstan, whether it be in exploration, drilling, production, transportation or logistics. The tremendous opportunities in the petroleum industry in Kazakhstan mean that companies cannot overlook this market in their global business strategies; and it is through such important events as KIOGE that participants can learn of new opportunities, meet new business contacts and forge new partnerships for the further development of Kazakhstan’s vitally important oil and gas sector.

The turbulence in the global financial markets and increasing cost of credit has been keenly felt in Kazakhstan as elsewhere, as has the low oil price. Economic growth rates over the coming years may not reach the levels seen at the beginning of the decade, but Kazakhstan remains an important trade and investment partner for Britain. Nowhere is this more clearly demonstrated than in the oil and gas sector. Many UK companies, large and small, are already heavily engaged here. More than 100 firms are currently actively present in the market, most working with Kazakhstani partners. The steady stream of new British companies seeking to develop their interests here has not diminished during the recent difficult months. We know this because the flow of new enquiries to the Embassy’s commercial team remains strong. These British companies bring strong international oil & gas expertise, and in many cases often long experience of offshore exploration and production.
British companies in the oil and gas sector have been very positive in engaging with the desire of the Kazakhstan authorities to boost the skills of Kazakhstan’s oil and gas industry, as well as supporting local content through the development of their partnerships with Kazakhstani companies.
The UK is committed to helping the training and development of a local skilled workforce in line with the objectives of the Kazakhstan government. Our outstanding education and training capability for the oil and gas sector is well recognised and this expertise is deployed in every major oil and gas-producing region of the world. UK universities, institutes and training companies offer a broad range of courses which can be adapted, as needed, to meet the specific needs of national and international operators, service companies, government and non-government organisations.
Over the last year our co-operation in the field of vocational education and skills development has intensified; Invensys, New Leaders, the Knowledge Alliance, TTE, Getenergy and Promethean are just some of the UK companies already committed and engaged. In addition to the many individual companies working in Kazakhstan we continue with broad-based dialogue with the Kazakh authorities, especially under the Memorandum of Understanding with the Ministry of Education and Science covering co-operation in the future development of Kazakhstan’s vocational education system.
Also in July in Astana the ‘Kazakhstan - Britain Trade & Industry Council’, the high-level business advisory panel met for the 13th time. Discussions were led by the joint chairmen of the meeting, HE Asset Issekeshev, the Minister of Industry and Trade and Industry and the Right Honourable Ian Luder, the Lord Mayor of the City of London, who was visiting Kazakhstan with a delegation of senior business people from the UK financial and business services sector. The Council, re-confirmed skills development in the oil and gas sector as a priority for co-operative action as well as in further development of the infrastructure in those regions which support the oil and gas sector.
I am delighted that the UK presence at this year’s exhibition, my final KIOGE as Ambassador to Kazakhstan, is equally as strong as in previous years. The main UK pavilion will include 14 British exhibitors. More details can be found in the brochure “A Guide To The UK Group”, available at registration points. The group is organised by the Energy Industries Council, who will be represented by Laura Tavernor and Terry Willis. I hope that all visitors to the event will take the opportunity to visit our pavilion but also meet too with those many UK companies that exhibit independently.

Relations between India and Kazakhstan have grown immensely and rapidly over the last few years. The most significant landmark event in recent times in the bilateral context is the visit of President Nazarbayev to India in January, 2009 as the Chief Guest at India’s 60th Republic Day celebrations. This invitation was testimony to the enormous respect and warmth that the people of India have for President Nazarbayev and for the people of Kazakhstan. Several path-breaking Agreements including in the areas of oil and gas, nuclear energy, space cooperation, extradition and Kazakhstan’s membership of WTO were signed during the visit.
The ONGC Videsh Limited and KazMunaiGas signed an MOU for development of the Satpayev Oil Block in the Caspian Sea. President Nazarbayev during his visit also invited Indian companies to collaborate with Kazakhstan companies in construction of the petrochemical complex in Karabatan near Atyrau. Premier Indian companies like GAIL, ONGC and IOC are in touch with Kazakhstan companies in this regard. India has also offered to set up a gas-based fertilizer plant in conjunction with the petrochemical project.
I would like to congratulate ITE Group Plc, ITECA and other members of the KIOGE Organizing Committee on this significant event in the economic calendar of Kazakhstan. I greatly appreciate the excellent work of ITECA for its professionalism, dynamism and competence in organizing this major exhibition.

The number of exhibitors from Poland, too, keeps growing. Polish investors have lately become more active in the area of energy resources. The growing Polish investment in the economy of Kazakhstan and the inflow of advanced oil and gas equipment and technologies, as well as operating supplies from our country keeps growing.
I hope that a good cooperation in the oil and gas area will continue as the existing projects grow and the new ones come into being, especially as the Polish economy features fast growth rates. Our oil and gas production, transport and processing enterprises are the biggest ones in Central Asia and have gained a rich experience which allows providing services and manufacturing up-to-date and competitive products that can be used for project implementation in Kazakhstan.
